Tax relief on donations in Estonia, explained

In Estonia, a donation is deductible only if the association is on the tax authority's (EMTA) list and declares it, with the donor's personal identification code, before 1 February of the following year. Donoor prepares this declaration for you.

  • An Estonian resident deducts donations to an association on the tax authority's list from their income, up to €1,200 a year (together with training expenses): as income tax is 22%, a €100 donation could cost them only €78.
  • On the thank-you page and in their donor area, they can enter their personal identification code (isikukood): optional, encrypted and never shown in full again.
  • In January, Donoor prepares the INF 4 file in the tax authority's format (one line per donor): you upload it to e-MTA before 1 February and the donations appear in your donors' pre-filled tax returns. A religious community can do so too, without being required to.
  • Revolut Pay, card, Apple Pay, Google Pay and PayPal: your donors pay the way they are used to.

Frequently asked questions

Is Donoor available to Estonian associations?

Yes. Any association based in Estonia (MTÜ, foundation, religious community) can create its account, accept donations in euros by card, Apple Pay, Google Pay, Revolut Pay or PayPal, and use fundraisers, QR codes, ticketing and memberships: sports clubs, village societies, choirs, schools, social associations… The website and the app are available in English.

How much does Donoor cost an association?

Nothing: €0 subscription and 0% Donoor commission. Only Stripe's fees apply, for example 1.5% + €0.25 for a donation by European card, and your donors can choose to cover them.

How does Donoor verify my association?

By its 8-digit registry code (registrikood). Donoor finds your association by its name or code in the official register of non-profit associations and foundations (e-Business Register), copied every day, and verifies it immediately if it is registered as an association, foundation or religious community. Otherwise, the Donoor team checks it.

Which payment methods can my donors use?

Bank card, Apple Pay, Google Pay, Link and Revolut Pay, on by default for Estonian associations; PayPal and SEPA Direct Debit can be switched on in your settings. Estonian bank links are not available through Stripe. Tap to Pay, contactless payment with a phone, is in beta with Stripe in Estonia.

Can my donors deduct their donations from their taxes?

Yes, if your association is on the tax authority's list of associations with tax-deductible donations and declares their donations: an Estonian resident deducts donations from their income, up to €1,200 a year. As income tax is 22%, a €100 donation could cost them only €78. Membership fees and tickets, which come with something in return, are not included.

Does Donoor prepare the INF 4 declaration?

Yes. Donors can enter their personal identification code (isikukood) after their donation if they wish; in January, Donoor prepares the INF 4 file in your dashboard in the tax authority's format (name, personal code, yearly total per donor) and reminds you. You upload it to e-MTA before 1 February: the donations then appear in your donors' pre-filled tax returns. Donoor does not file anything on your behalf.

How do I know whether my association is on the tax authority's list?

Donoor reads the list published by the Estonian Tax and Customs Board (EMTA) every day and shows it in your settings. Registration is requested from the EMTA (at least 6 months of activity, public-benefit purpose); it takes effect on the 1st of the month following its decision.

Is my donors' personal code protected?

Yes. It is optional, checked (11 digits and check digit), stored encrypted and never shown in full again: neither the association nor the Donoor team can see it; it only appears in the file intended for the tax authority.

Where does the donation money go?

To your association's Stripe account, then to its bank account, in euros. Donoor never holds the funds.

Can a religious association (parish, church, mosque…) use Donoor?

Yes, like any association: donations by card, Revolut Pay and QR codes. Registered religious communities are found by their registry code. If it is on the tax authority's list, it can declare donations for its donors, without being required to.

Association and foundation data: Lihtandmed (open data of the e-Business Register, Centre of Registers and Information Systems), under the CC BY 4.0 licence; copy updated every day. List of associations with tax-deductible donations: Tulumaksusoodustusega ühingute nimekiri of the Estonian Tax and Customs Board (EMTA), read every day. Data extracted and formatted by Donoor.
