How it works

Set up in under 8 minutes, no technical knowledge needed.

  1. 1

    Create your raffle event

Register your organisation on Donoor (5 minutes), then create a “raffle” event: title, date, ticket price and prize(s) to be won.

  2. 2

    Sell your tickets online

Share the link or QR code by email, text message, social media or on your website. Participants pay by card, Apple Pay or Google Pay.

  3. 3

    Hold the prize draw

Export the participant list from your dashboard. Hold the draw in the presence of a bailiff or a witness (recommended).

  4. 4

    Announce the winner

Contact the winner using the email address provided at purchase. The funds are already in your organisation's bank account.

What to prepare

The honest list of equipment and team you need to make your tombola a success. No proprietary hardware to buy, you already have 90% of what you need.

Team members

  • 1 raffle manager
Coordinates the creation of the event, manages the prizes, oversees the draw.
  • 2 to 3 volunteer sellers
Share the link and QR code on social media, at events, and through letterboxes.
  • 1 neutral witness for the draw
Bailiff or an outside person (recommended for raffles over €1,000).
  • 1 photographer on the day of the draw
For public proof of the draw and post-event communication.

Technical tools

  • A Donoor account (5 min)
To create the raffle, manage sales and export the final list.
  • The prizes to be raffled
Ideally obtained as in-kind donations from local shopkeepers (tax-deductible).
  • One A4 sheet of rules
Downloadable from Donoor, to be displayed at the point of sale.
  • A random draw generator
Donoor offers a built-in one; otherwise, use the online Wheel of Names, or a physical drum.
French regulation

What the law says

We explain the legal obligations for your tombola in plain language. Checked by our team and up to date for 2026.

§

Prior authorisation from the prefecture or town hall required

Article L322-3 of the Code de la sécurité intérieure

Any raffle open to the public must be authorised by the town hall (or the Paris, Lyon or Marseille police prefecture). Form Cerfa 11823 must be submitted 1 to 2 months before the draw date, together with a copy of the articles of association and the allocation of funds. The application is free, and a response is given within 30 days.

§

Reserved for non-profit organisations

Article L322-3, paragraph 2

Only organisations whose statutory purpose is charitable, sporting, cultural, scientific or educational may run a public raffle. The funds must be allocated to that purpose. Commercial organisations and private individuals are not permitted.

§

Organisation costs capped at 15%

Article D322-2 of the Code de la sécurité intérieure

Organisation costs (printing, prizes purchased, communication) may not exceed 15% of the total value of tickets issued. Beyond this, the raffle is reclassified and loses its advantages. With Donoor (0% commission), you remain well below this threshold.

§

Draw held in the presence of witnesses

The draw must be public or held in the presence of at least one neutral witness. For raffles over €1,000, the presence of a bailiff is strongly recommended. Draw minutes (PV) signed by the witnesses protect the organisation in the event of a dispute.

§

Supporting documents kept for 6 years

Article L102 B of the Livre des procédures fiscales

The list of participants, the draw minutes (PV), the prefectoral authorisation and the raffle's accounts must be kept for 6 years. Donoor automatically archives the list of buyers in the dashboard, with CSV export available at any time.

Frequently asked questions

Do I need authorisation to run a raffle for my organisation?

Yes, you must submit an authorisation request to the town hall of the municipality where your organisation is based (or to the Paris police prefecture for Paris, Lyon and Marseille). The “Application for a lottery permit” form must be accompanied by a copy of your articles of association and a precise breakdown of how the funds raised will be allocated. Donoor provides a downloadable application template.

Which organisations can run a raffle?

Organisations whose statutory purpose is charity, the encouragement of the arts, or the practice of sporting activities. Organisation costs must remain below 15% of the total value of tickets issued, and the funds must be allocated to these non-profit causes.

How much does a raffle cost on Donoor?

€0. Donoor is 100% free: no commission, no subscription, no hidden fees. Only bank fees (1.5% + €0.25 per transaction) apply, and your participants can cover them in one click, which 4 out of 5 of them agree to do.

How many tickets can I sell?

No limit. Sell 10 tickets or 10,000, Donoor remains free. You can also offer several price options (1 ticket for €5, 5 tickets for €20, 10 tickets for €35) to boost sales.

How do I hold the prize draw?

Export the full participant list (CSV) from your Donoor dashboard. Hold the draw using the method of your choice (drum, online random generator, bailiff). For large raffles, the presence of a bailiff or a neutral witness is recommended.

Can the winner refuse the prize?

Yes, the winner is not obliged to accept. You will then hold a new draw among the remaining participants, or award the prize to the 2nd name drawn (to be specified in your rules).

Is a written set of rules required for the raffle?

Strongly recommended: terms of participation, ticket price, description of the prizes, date and place of the draw, and how prizes are collected. These rules must be accessible to participants (link provided in the Donoor confirmation email).

How do you organise a raffle for your organisation step by step?

1) Gather attractive prizes (donations from local businesses, products, gift vouchers). 2) Set the ticket price and the number of tickets to sell. 3) Write the rules (prizes, date and place of the draw). 4) Sell tickets online via Donoor (link to share) and on site with Tap to Pay. 5) Hold the random draw on the announced date and hand over the prizes. Donoor numbers each ticket automatically and provides you with the full list of participants for the draw.

What prize ideas work for an organisation's raffle?

Prizes that sell well: gift hampers, vouchers from local shops, high-tech products, tickets to a show or match, short breaks, handmade items. Approach companies in your town, as offering a prize gives them local visibility. The only rule: no cash and no prize refundable in cash.
